Fr;C Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada City Council <br />FROM: Stephen Grittman <br />DATE: 11 October 1989 <br />RE: Little Canada - Miller & Schroeder/ <br />Barthel Elderly Housing <br />FILE NO: 758.09 - 89.56 <br />Miller and Schroeder has submitted a resolution for EDA adoption. <br />We have a number of reservations about this proposal. Listed <br />below are those issues we find troubling in this resolution: <br />• The resolution mentions a specific unit count (100 units). <br />Unit count and density are Zoning Ordinance performance <br />standards which vary by unit size and site area. Until <br />these details are presented, no assurance of unit count can <br />be given. <br />• The resolution specifically states that the EDA would own <br />the facility. We would recommend that the City not involve <br />itself in ownership of the facility and that private <br />ownership or other alternatives be investigated prior to <br />committing to a specific proposal by resolution. <br />• The resolution states that the construction, ownership, and <br />operation of the facility by the EDA is consistent with the <br />policies of the EDA. We are unclear as to the application <br />of any policies in this regard. <br />• The resolution states that the facility would address a need <br />for elderly housing in the City. While there may be a <br />perceived need for such a project, no such need has been <br />documented by a competent market study.
