• The resolution would grant "preliminary approval" to the <br />facility. Preliminary approval is a vague term, but is <br />typically applied to a project in a much more detailed stage <br />than is the current proposal. <br />• The resolution authorizes Miller and Schroeder to determine <br />who is necessary and appropriate to consult on the project. <br />Consultants to the City would typically have development <br />review fees passed through to the developer, however, no <br />development applicant or fees have been filed. <br />As Dan Wilson stated in a previous correspondence, we are <br />uncomfortable having a developer draw up a resolution for the <br />City's adoption in any case. If the Council is attracted to any <br />or all of the developer's proposals, this could be indicated to <br />them without a resolution.
