MINUTES <br />PLANNING COMMISSION <br />November 9, 1989 <br />that in order for TIF to be approved for the project, <br />the developer must show that the property would not be <br />developed without TIF. <br />Bendel pointed out that the project will generate <br />between 25 and 100 additional jobs in the City. These <br />employees will be utilizing City restaurants and other <br />businesses. Bendel pointed out that this is the <br />fundamental purpose of TIF. <br />Costa asked what the City has done for its taxpayers. <br />Costa pointed out that the City recently took 30 acres <br />of Industrial property off the tax rolls for park <br />purposes. The City is also contemplating the <br />development of a new Fire Station at a cost of <br />approximately $1 million. <br />Pedersen pointed out that the Commission's duty is to <br />study the proposal and determine if it fits within the <br />Comprehensive Plan. Financing of the project is not a <br />matter that the Commission needs to address. <br />Costa did not agree, feeling that the use of property <br />in the City is a concern of the Planning Commission. <br />Costa felt that the City should be increasing its tax <br />base with new projects. <br />Malsam felt that options should be taken for the <br />property with the residential homes on Country Drive. <br />Costa pointed out that the owners of the residential <br />homes will have difficulty in selling their property <br />unless the property owners get together and sell their <br />properties to one developer. <br />The City Planner pointed out that the property owners <br />have this right. <br />Costa was concerned that the property owners with the <br />homes are penalized by the fact that they are making <br />residential use of their property. <br />The City Planner pointed out that the value of these <br />properties is increased due to the fact that the <br />property is zoned commercial. <br />Costa stated that he thought the area was to develop as <br />one project. <br />Page 10 <br />
