MINUTES <br />PLANNING COMMISSION <br />November 9, 1989 <br />The Planner 'replied that that is the intent, however, <br />the project must be phased in order to be financially <br />feasible. <br />Costa felt that the City should require that all the <br />property be purchased at once. <br />DeLonais pointed out that a number of developers were <br />contacted about developing this area, and Mr. <br />Brueggemann is the first developer who has shown an <br />interest. <br />Costa was still concerned with leaving the development <br />of the residential homes until later in the project. <br />Malsam was concerned about the grade that will be <br />necessary to develop the site adjacent to him, and felt <br />that grading of the entire area would be most feasible. <br />Brueggemann reported that the net effect of developing <br />the project is the same to him whether it is done in <br />phases or all at once. If done at one time, however, <br />the City would have to provide some bonding, which is a <br />risk that the City may not want to take. <br />Bendel again pointed out that the Commission's task <br />tonight is to determine whether the proposal fits <br />within the guidelines of the Comprehensive Plan. <br />Bendel agreed that there were broader issues involved, <br />however, the Commission is not charged with addressing <br />these. <br />Costa felt the Commission needed to look at the longer <br />range. Costa did not feel the project was helping the <br />homeowners on Country Drive, and felt that poor <br />planning was involved. Costa felt that the homeowners <br />were left with homes that they could not sell. <br />The Planner replied that the homeowners will only sell <br />their property as a package, and this could happen with <br />a sale to Mr. Brueggemann or another developer. The <br />Planner pointed out that a sale will occur to <br />Brueggemann when there are TIF funds available to write <br />down the cost of acquiring the homes. The Planner <br />pointed out that the cost of the property with the <br />homes is a lot higher than the cost of vacant land in <br />the area. <br />DeLonais pointed out that if Mr. Brueggemann was not <br />proposing development of the area, the homeowners would <br />Page 11 <br />
