The parking supply appears to be roughly adequate for the <br />projected building size and use allocations. Depending upon the <br />resolution of the loading and access drive location issues, the <br />parking totals may change slightly. As will all non - residential <br />parking areas, the paved surface must be surrounded with a <br />perimeter concrete curb. The one exception in the first phase <br />may be the shared parking bay which will eventually serve <br />Building 5. We would recommend an allowance for a bituminous <br />curb as a temporary measure, since it will likely be eliminated <br />upon construction of Buildings. <br />An issue which will need to be addressed upon Building 3 <br />construction is that of access to the remnant parcel along <br />Condit. This land should be assessable to Country Drive and some <br />easement agreement will be necessary upon Development Stage for <br />this area. <br />Screening and Landscaping <br />All commercial property parking areas must be screened from view <br />of the neighboring residential areas. The developer has <br />illustrated a landscaped area to accomplish a screen in Phase I <br />as well as other areas. The actual plan for the landscaping and <br />screening will be required as a Development Stage submission. We <br />would recommend that the City and Developer consider a <br />combination of berming, fencing and landscaping for . both <br />effectiveness and aesthetic reasons. <br />Special consideration should be given to the area which abuts <br />Building 5. A solid fence may be most appropriate with no <br />permanent landscaping other than sod, since this area is proposed <br />as eventual parking area. We would also recommend that attention <br />be given to the parking areas which abut the public rights -of- <br />way. A solid screen is not necessary, but some treatment to <br />break up the rows of vehicles and headlights will be much more <br />attractive. <br />Other Issues <br />o Park Dedication: This project will be subject to park <br />dedication requirements as recommended by the Park <br />Commission. Fees are typically payable upon building permit <br />application. <br />o Building Materials: All buildings in this area are subject <br />to the construction requirements of the Commercial District. <br />The Developer has indicated that block masonry construction <br />and substantial glass exposure is the expected building <br />material. This issue will be further reviewed at <br />Development Stage with the building elevations. <br />o Signage and Lighting: Sign and lighting plans must be made <br />a part of the Development Stage submission. <br />Page 28 <br />
