Free - Standing Signs. All free - standing signs shall conform <br />to the following provisions: <br />Location. No free - standing signs shall be located <br />within five (5) feet of the property line. <br />Parking Areas, Driveways. No part of any free - standing <br />sign shall be located so as to take up required parking <br />space. <br />Maintenance, building code and location can be addressed with the <br />provisions set forth within the Ordinance, however, size becomes <br />an issue. The Ordinance allows 15 percent of the gross <br />silhouette area of the front of the building (total) for a <br />maximum of two signs per principal building. It has not been <br />indicated on the site plan how many signs already exist for the <br />principal building nor the amount of gross silhouette area of the <br />front of the building. <br />The City will need to determine if the modular display home will <br />need to conform to the general and B -W District Sign Ordinance <br />provisions. Specifically, the issue of allowable structure area <br />and coverage must be addressed and if the maximum area allowed <br />remains at 15 percent of the gross silhouette area of the <br />building front. <br />Section 913.040(B) - Conditional Uses Within the B -W District. <br />Open or outdoor service, sale and rental as a principal or <br />accessory use is allowed with a CUP within the B -W District, <br />however, the function of display /advertising isn't specifically <br />addressed within this section of the Ordinance. Conditions to be <br />met for this type of conditional use permit are as follows: <br />1. Outside services, sales and equipment rental connected with <br />the principal use is limited to thirty (30) percent of the <br />gross floor area of the principal use. <br />2. Outside sales areas are fenced or screened from view of <br />neighboring residential uses or an abutting "R" District in <br />compliance with Section 903.020,G of the Ordinance. <br />3. All lighting shall be hooded and so directed that the light <br />source shall not be visible from the public right -of -way or <br />from neighboring residences and shall be in compliance with <br />Section 903.202,G of the Ordinance. <br />4. The use does not take up parking space as required for <br />conformity to the Ordinance. <br />5. Sales are is grassed or surfaced to control dust. <br />6.
