MINUTES <br />PLANNING COMMISSION <br />DECEMBER 14, 1989 <br />FINAL PLAT Nick Boosalis appeared before the Commission requesting <br />CENTRE PLACE final plat approval for Centre Place. <br />The City Planner reported that his concern is that the <br />proposed residential cul -de -sac does not reach all the <br />properties, therefore, causing some property to be <br />landlocked. The Planner is recommending that the <br />cul -de -sac be reconfigured to provide the necessary <br />access. <br />Boosalis reported that he has been working with the <br />City Planner to resolve this issue, and still end up <br />with 19 residential lots. <br />Costa asked who will build on the lots and the price <br />range of the homes that are proposed. <br />Boosalis replied that Gardner Bros. is proposing to <br />develop the lots. <br />Costa asked if the cost of the road will be assessed. <br />The City Planner replied that that is the City's <br />intent, however, the amount needed to be assessed will <br />be reduced through the use of TIF. <br />Bill Suchy, 73 W. County Road C, reported that there is <br />some property staking going on in the area, and he <br />believes the stakes are five feet into his property. <br />Boosalis reported that there is a boundary survey being <br />done, and these could be the stakes. Boosalis stated <br />that sometimes off -set stakes are used, and that is <br />what these stakes could be. <br />Suchy was concerned that if the stakes are used for <br />grading that he would lose trees on his property. <br />The City Planner reported that the City Engineer will <br />supervise any grading operation. <br />Warren Low, North Heights Lutheran Church, was <br />concerned about the location of the MGM Liquor Store <br />proposed for the Boosalis center. Low stated that he <br />understands that such establishments have to be 500 <br />feet away from churches or schools, and he believed <br />that the MGM location would be in violation of this. <br />Page 9 <br />
