FAc <br />Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grlttman <br />DATE: 12 December 1989 <br />RE: Little Canada - Capitol View Lot Split <br />FILE NO: 758.09 - 89.64 <br />BACKGROUND <br />The Roseville Area School District (I.5.D. 623) has arranged for <br />the sale of a portion of the Capitol View site, including the <br />building to District 916 for its use as a classroom facility. <br />I.S.D. 623 proposes to retain the east ten acres and is <br />requesting a subdivision approval. Parcel 1 would consist of ten <br />acres along County Road B -2, and Parcel 2 would consist of the <br />remaining 15.3 acres along Rice Street and County Road B -2. <br />ANALYSIS <br />The subdivision greatly exceeds dimensional requirements of the <br />Zoning Ordinance for Public District parcels. Our only concerns <br />relate to the existing track, parking, and drainage. With regard <br />to the track, the new property line would split the track, as <br />well as one of the ball diamonds. If these facilities are to <br />remain in place, some sort of cross -use easements should he <br />included in the subdivision approvals. The drainage of the site <br />should be reviewed by the City Engineer for the potential need <br />for drainage and utility easements, particularly as they may be <br />needed over the undeveloped parcel. <br />The parking issue is mentioned here as the District 916 use of <br />the building will likely require much more parking than a typical <br />secondary school. The Zoning Ordinance provides that a change of <br />use be accompanied by an increase in the number of parking stalls <br />if. necessary.
