The property Is <br />zoned R -B, Residential Business Transition District and a CUP is <br />required for such a use in the R -B District. The second CUP is <br />required to allow off-site parking on the property adjacent to <br />the building which is not being purchased by the developer. <br />The phasing of this project is proposed to allow occupancy of the <br />existing building with the off -site parking, then a potential <br />expansion of 10,000 square feet and additional parking lot: <br />construction to accommodate the expansion. <br />ANALYSIS <br />The property in question was zoned R -B in response to development <br />uncertainty in this area and concern that neither B -3 or R -2 <br />zoning allowed the flexibility of uses that the R -B District <br />permits. <br />The R -B District allows commercial offices as a conditional use <br />with the following conditions: <br />1.
