2. Adequate off - street parking is provided in compliance with <br />Section 903.050 of this Ordinance. <br />3. Adequate off - street loading is provided in compliance with <br />Section 903.060 of this Ordinance. <br />4. Vehicular entrances to parking or service areas shall create <br />a minimum of conflict with through traffic movement. <br />5. When abutting an "R -1" or "R -2" District, a buffer area with <br />screening and landscaping in compliance with Section <br />903.020,G of this Ordinance shall be provided. <br />6. All signing and information or visual communication devices <br />shall be in compliance with Section 903.110 of this <br />Ordinance. <br />7. The provisions of Section 921.010,C of this Ordinance are <br />considered and satisfactorily met. <br />We believe that the proposed use is appropriate for the site with <br />some reservation over the adequacy of parking facilities in the <br />first phase. <br />The application appears to state that the leased parking lot <br />would be unavailable to the building occupants for 40 days <br />following Easter. This would not be an acceptable situation. <br />The loss of parking on the other dates listed would not be seen <br />as a problem with a development contract assuring that the office <br />building parking demand would not conflict with the church. The <br />City should require a site plan of the off -site parking <br />documenting its available parking supply as well as the upgrade <br />of the lot to include striping of the spaces. <br />SUMMARY <br />We believe that the proposed office use is appropriate for this <br />R -B zoned parcel. We would recommend approval of the CUP subject <br />to the following: <br />1. Resolution of parking issues to ensure an adequate supply of <br />spaces for normal office operations. <br />2. Documentation of off -site parking lease arrangements. <br />3. Execution of a development contract controlling the access <br />to the off -site parking area. <br />Page 69 <br />
