Murray reported that Mr. <br />Brueggemann has not put additional land under contract <br />at this point because he cannot predict how the <br />buildings will lease. Once the first building is <br />leased, plans will begin for the second building and so <br />forth until the property is developed. In the meantime <br />the property owners are free to sell their property to <br />another developer if they choose to do so. <br />Murray reported that Mr. Brueggemann would like to get <br />the first building started in early 1990, and the <br />second in late 1990 or 1991. <br />Rudy was concerned that no one has discussed the <br />development plans for the area with him. Rudy asked <br />that he be contacted. <br />Murray replied that Mr. Brueggemann can contact Mr. <br />Rudy, however, there are no plans to put additional <br />property under contract at this time since it is <br />difficult to predict the market. <br />Costa pointed out that Mr. Rudy is in the same position <br />as the property owners to the north. Costa pointed out <br />that these property owners are sitting in limbo. <br />The City Planner pointed out that the moratorium has <br />been lifted and the property owners are free to sell <br />their land to whomever they choose. The Planner <br />pointed out that the developer has to develop the area <br />in a fashion that is economically reasonable. There is <br />the option that the City could purchase the property on <br />speculation, however, the Council has chosen not to do <br />this. <br />Costa again stated that the property owners on the <br />north and south ends are in limbo. <br />The Planner disagreed, again pointing out that the <br />property can be sold to any developer. Any developer <br />will have the same opportunity as Mr. Brueggemann. <br />Rudy indicated that the indication was that the <br />development would encompass 10 acres, and felt that as <br />a result the property has been taken off the market. <br />The Planner disagreed, pointing out that the property <br />can be sold to anyone the property owners choose to <br />sell it to.
