MINUTES <br />CITY COUNCIL <br />JUNE 26, 2013 <br />construction manager would oversee contracts, manage bid packages, <br />work with the architect, etc. The Administrator also pointed out that cities <br />will again become exempt from paying sales tax beginning in 2014, and <br />will thus save those dollars on direct material purchases. <br />McGraw indicated that he has had personal experience with the <br />construction management process, and agrees that this process should be <br />utilized for the new Public Works garage. <br />The Administrator stated that the key will be who the City hires. It was <br />his recommendation that the construction manager be hired first and then <br />asked to assist the City in hiring an architect. The Administrator <br />suggested that an advertisement be placed in the League of MN Cities <br />Bulletin as well as mailing (Request For Proposals) RFPs to reputable <br />firms in the area. <br />Keis asked about the time frame for this project. The Administrator <br />suggested that the goal would be to be out for bid in February or early <br />March. He also indicated that the tear down of existing buildings could be <br />coordinated with excavation. There may be the potential to utilize the <br />1993 building, but this would have to be evaluated by the construction <br />manager and the architect. <br />The consensus was that the construction management process will be <br />utilized in constructing a new Public Works garage. Once the construction <br />manager is hired, an RFP will be utilized for architectural services. Once <br />both the construction manager and architect are hired, a functional space <br />analysis will be done. The Administrator noted that a functional space <br />analysis was done a number of years ago, but indicated staff doesn't feel it <br />is still relevant. <br />Blesener suggested that it may be possible to utilize the construction <br />manager for some of the City Center improvements that are being <br />contemplated. The Administrator agreed. The Council also discussed the <br />need for having an energy audit of the City Center done, and then <br />including the necessary improvements along with Public Works garage <br />bid packages. The Council further suggested that some of the City Center <br />improvements need to proceed as soon as possible, specifically <br />improvements to the front entry sidewalk. <br />With regard to financing for the Public Works garage project, the <br />Administrator reported that indications are that interest rates will go up <br />over the next several year. Therefore, he suggested that the City bond for <br />this project and lock in a low rate. He noted that the City has the cash on <br />hand to finance the project; however, bonding for this project will <br />3 <br />
