Zl-IZ-RING & ISSO(I4IT.S TRUE MUM Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: July 5, 2013 RE: Little Canada Road Improvement Project Project Award or Delay of Project As the City Council is aware, bids were received for the improvement of Little Canada Road from Interstate 35E to Edgerton Street on June 26, 2013. The project is a joint venture between Ramsey County and the City and as previously reported only two bids were received and the low bid was higher than the estimated cost. Due to the limited number of bidders and the remaining construction days prior to the start of the regular school year staff has been reviewing factors and options for moving forward. There are two options to consider for the project. The City could award the project and begin construction as soon as possible, likely late July or early August, and complete the project this year. The second option is for the City to reject all bids and rebid the project this coming spring for construction in 2014 with a start date beginning the first day of the St. John's school summer break. The benefits of delaying the project include: • Bidding earlier in the spring prior to the start of the construction season may result in more interested bidders and possibly a lower bid price. • If the project was bid earlier in the year more of the construction could be completed during the school summer break, thereby decreasing the impact to St. John's school. • The County could complete their review and design of the work necessary to add designated left turn lanes onto the Little Canada Road Bridge and that work could be included in a rebidding of the project. • The City could pursue the easements necessary to complete the sidewalk from the St. John's property to the interstate and installation of the sidewalk along that section could be included in the project.
