Zl-IZ-RING & ISSO(I4IT.S <br />TRUE MUM <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: July 5, 2013 <br />RE: Little Canada Road Improvement Project <br />Project Award or Delay of Project <br />As the City Council is aware, bids were received for the improvement of Little Canada <br />Road from Interstate 35E to Edgerton Street on June 26, 2013. The project is a joint <br />venture between Ramsey County and the City and as previously reported only two bids <br />were received and the low bid was higher than the estimated cost. Due to the limited <br />number of bidders and the remaining construction days prior to the start of the regular <br />school year staff has been reviewing factors and options for moving forward. There are <br />two options to consider for the project. The City could award the project and begin <br />construction as soon as possible, likely late July or early August, and complete the <br />project this year. The second option is for the City to reject all bids and rebid the project <br />this coming spring for construction in 2014 with a start date beginning the first day of the <br />St. John's school summer break. <br />The benefits of delaying the project include: <br />• Bidding earlier in the spring prior to the start of the construction season may <br />result in more interested bidders and possibly a lower bid price. <br />• If the project was bid earlier in the year more of the construction could be <br />completed during the school summer break, thereby decreasing the impact to St. <br />John's school. <br />• The County could complete their review and design of the work necessary to add <br />designated left turn lanes onto the Little Canada Road Bridge and that work <br />could be included in a rebidding of the project. <br />• The City could pursue the easements necessary to complete the sidewalk from <br />the St. John's property to the interstate and installation of the sidewalk along that <br />section could be included in the project. <br />The negatives of delaying the project include: <br />• The improvement of Little Canada Road was originally going to be completed in <br />2012 and not awarding the project at this time would delay the improvement of <br />Little Canada Road another year. <br />10062 Flanders Court NE — Blaine, MN 55449 — Ph: (763) 780 -0450 Fax (763) 780 -0452 <br />Memo - 070513 -CC (Bid Award) <br />
