• Interest rates are at very low levels and could increase within the next year which would impact the interest rate on the assessments. • Oil pricing and /or general construction market changes could result in higher bids next year. We have spoken to representatives of St. John's Church and Ramsey County regarding the bids and the factors discussed above. Both are amenable to whatever decision the City reaches. The County has contacted Mn /DOT regarding the detouring and traffic impacts that will be related to the MnPass project on Interstate 35E scheduled as a design build project over 2014 and 2015. There were stages of the project that utilized Little Canada Road from Edgerton Street to Interstate 35E as a detour route. As the project is design build, the traffic detouring and project scheduling are largely up to the Contractor and therefore are not certain at this time. The County has indicated that if the Little Canada Road project is delayed until next year, an acceptable detour could be to direct traffic up Edgerton Street up to Centerville Road /County Road D and back to Little Canada Road and the Interstate. The County also felt that the restriping and signal work at the bridge would need to be completed as overnight work if the project was delayed until next year. Based on the items outlined above a case could be made for either awarding the project and completing currently proposed work this year, or rejecting all bids and rebidding the project in the spring of 2014 with the additional work at the interstate bridge and additional sidewalk.
