IN Northwest Associated Consultants, Inc. <br />C U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 2 April 1990 <br />RE: Little Canada - Accessory Building Size in <br />Industrial Districts <br />FILE NO: 758.09 - 90.23 <br />At its March 28 meeting, the City Council requested that the <br />Planning Commission further evaluate the expansion of accessory <br />building sizes by Conditional Use Permit, or other means, such as <br />P.U.D. We have prepared a brief "pro and con" analysis of this <br />issue for the Commission's use. In summary, the analysis leans <br />toward the use of a Conditional Use Permit since this allowance <br />would typically be applied to an existing developed parcel, <br />rather than a new development. P.U.D. is most effective when <br />starting from scratch. The drawback to Conditional Use is that <br />the City can be put in a position to approve the C.U.P. when all <br />conditions are met. The key, therefore, is to draw the list of <br />conditions so as to assure that all goals are met. In addition <br />to the list of requirements listed in our previous reports, the <br />City may wish to consider placing a cap on the number of <br />accessory buildings allowed. This would avoid the continuous <br />addition of small low value sheds to any property. <br />Regarding the issue of a property owner who leases the large <br />accessory building to another permitted use, effectively <br />establishing two principal uses and buildings on one lot without <br />a P.U.D.,! such a situation is a monitoring problem which we may <br />have now, even at the 30 percent level. The key is that we would <br />be holding a conditional use permit for occupancy to any <br />accessory building on such cases under the new ordinance.
