MINUTES <br />PLANNING COMMISSION <br />April 5, 1990 <br />it was possible that Howe would have asked the City for <br />assistance in bringing utilities into the site. <br />Esterbrooks felt there was less risk to the City with <br />an industrial project than a single- family one. <br />Bendel stated that he would welcome EMC into the City, <br />but questioned why it was necessary to entice EMC into <br />the City at the taxpayers' expense. <br />Esterbrooks pointed out that light - industrial projects <br />are exactly what the Legislature believes TIF <br />assistance should be used for. <br />Bendel stated that it is because TIF has been misused <br />that tougher restrictions are being put in place. <br />Bendel stated that when there is another project for a <br />site that does not need TIF assistance, he questioned <br />why the City should be compelled to give TIF to this <br />project. Bendel pointed out that the City has a high <br />percentage of land occupied by residential development <br />and cannot compete with another city with more vacant <br />land. <br />Tom Balyk pointed out that there are other cities <br />offering EMC TIF and other incentives to locate in <br />their cities, however, EMC would like to locate on the <br />Greiman site, if possible. <br />Drabik asked the effect of the development on the <br />trees. <br />The City Planner stated that he has not seen the site <br />plans as yet, but reported that at full development of <br />260,000 square feet plus the necessary parking area, <br />the proposal would take up approximately 11 of the 25 <br />acres. <br />Balyk reported that as many trees on the site would be <br />preserved as possible. <br />Costa felt the site was the only prime piece of land <br />left in the City and stated that he would be happy to <br />see TIF assistance given to EMC if they were to develop <br />in the Centerville Road area. <br />Drabik stated that she has looked at the site and the <br />area and agreed that given the adjacent freeways and <br />surrounding development, the site was not a good <br />residential area. Drabik stated that she could see the <br />property developed as Light Industrial. <br />Page 12 <br />
