MINUTES <br />PLANNING COMMISSION <br />April 5, 1990 <br />The City Planner pointed out that the charge of the <br />Planning Commission this evening is to review the <br />general use proposed and determine if it is in <br />conformance with the Comprehensive Plan. <br />Esterbrooks pointed out that a rezoning to PUD will be <br />requested for the property. Esterbrooks also pointed <br />out that the City will have control over building <br />elevations, landscaping, etc. <br />The Administrator reported that a campus setting would <br />make use of the natural beauty of the site. The <br />incentive to the City in granting TIF assistance would <br />be economic since the property will generate more tax <br />dollars for the City, school districts and the county <br />in the long -run. The Administrator again pointed out <br />that the City has no guarantees that the proposed <br />housing project will occur. <br />Frank Frattalone pointed out the cost difference to the <br />City in terms of maintenance between residential and <br />industrial development. <br />The City Administrator stated that it has always been <br />his impression that residential property is more costly <br />for the City to serve than commercial /industrial <br />property. <br />The City Planner stated that studies have shown that <br />high - quality industrial and single - family homes have <br />about the same return on tax dollars, with low quality <br />industrial being the most costly. <br />The City Administrator pointed out that the City's Code <br />requiring the sprinklering of industrial buildings <br />minimizes fire protection costs and stated he believed <br />the cost of police protection on quality <br />commercial /industrial development to be less than <br />residential. The Administrator stated that studies <br />have gone both ways on this issue, depending on the <br />cost factors used and the assumptions made. <br />Pedersen asked if the building EMC proposed would be of <br />the same standard as St. Jude's. <br />Mr. Feinberg stated that he did not know the answer to <br />that question at this point, but reported that Pope <br />Architects as well as Kraus - Anderson have been hired to <br />do the preliminary sketches for the building. <br />Garske again expressed concern about traffic. <br />Page 13 <br />
