MINUTES <br />PLANNING COMMISSION <br />April 5, 1990 <br />RECESS <br />Costa asked why $400,000 in TIF assistance means so <br />much to a $4 million project. <br />Mrs. Drabik declared that the Planning Commission <br />recommends denial of the use of Tax Increment Financing <br />for the EMC Corporation development proposal on the <br />Greiman property. <br />Motion seconded by Costa. <br />Motion carried 5 - 2. DeLonais and Pedersen voting <br />against. <br />Mrs. Drabik declared that the Planning Commission's <br />position is that the use of the Greiman property as <br />proposed by the EMC Corporation for a <br />light- manufacturing and warehousing facility is in <br />conformity with the guidelines of the Comprehensive <br />Plan. <br />Motion seconded by Bendel. <br />Motion carried 7 - 0. <br />At this point in the meeting, 9:45 P.M., the Commission <br />took a short recess. The meeting was reconvened at <br />9:50 P.M. <br />BITUMINOUS The City Planner reported that it was his opinion that <br />RECYCLING the bituminous recycling center being operated by Frank <br />CENTERS Frattalone was an appropriate use for the area and <br />should be able to be regulated without any problems. <br />The Planner reported that if this operation is <br />permitted by a Conditional Use Permit, a CUP runs with <br />the land use as long as conditions of the CUP approval <br />are met. <br />Frank Frattalone appeared before the Commission and <br />reported on the history of his operation pointing out <br />that he began doing the recycling on his property <br />located at Spruce and South Owasso. The Council told <br />him to move the operation and he moved it to his <br />landfill operation. However, at that time the,Council <br />passed a motion stating that the recyling operation <br />could only continue until the land fill permit expired. <br />Frattalone reported that he was not in favor of that <br />condition. The land fill permit has expired, and <br />Frattalone stated that he would like to continue the <br />recycling operation. <br />Page 18 <br />
