MINUTES <br />PLANNING COMMISSION <br />April 5, 1990 <br />Frattalone stated that there have been some concerns <br />about dust, however, reported that he could control <br />this. Frattalone pointed out the importance of <br />recycling and asked that he be allowed to continue his <br />operation. Frattalone also reported that he is paying <br />$10,000 per year in taxes on this particular property, <br />and must find a use for the site to support the tax <br />payments. <br />Bendel asked what is done with the rebar from the <br />concrete that is recycled. <br />Frattalone replied that there is very little rebar, <br />however, the crusher has a magnet on it which picks out <br />all the rebar which is then sold to scrap yards. <br />Frattalone also pointed out that it is very expensive <br />to set up a crusher, therefore, materials are <br />stockpiled on the site and a crusher is brought in <br />twice a year to crush the stockpiled materials. <br />Drabik asked if approval of the recycling operation for <br />Mr. Frattalone will force the City to approve similar <br />operations. <br />Frattalone pointed out that a large piece of property <br />is needed for such an operation, therefore, he did not <br />believe the City would be faced with additional <br />recycling operations. <br />The City Planner pointed out that the property must be <br />zoned Industrial, a large piece of land is needed, and <br />the recycling operation must meet CUP standards. The <br />Planner did not believe it likely that these three <br />elements would come together for a similar operation. <br />The Planner reported that if the Planning Commission <br />believes the Frattalone recycling operation should be <br />allowed to continue, it should recommend that the <br />Council consider an ordinance amendment to allow the <br />operation. <br />Drabik asked if the Frattalone property was buildable. <br />Frattalone replied that when the property is settled, <br />it will be buildable. <br />Garske felt that the operation condemns the area to <br />continue to be what it is, therefore, he felt that some <br />sort of time limit should be placed on the operation so <br />Page 19 <br />
