II t�A Northwest Associated Consultants, Inc. <br />C U R B A N P L A N N I N G D E S I G N M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 30 April 1990 <br />RE: Little Canada - 2700 Rice Street Rezoning <br />FILE NO: 758.09 - 90.33 <br />BACKGROUND <br />The owners of the property at 2700 Rice Street have applied for a <br />rezoning from R -1 to B -3, General Business. This parcel is at <br />the corner of Iona Lane and Rice. It currently contains a <br />business which was given some sort of permit to establish several <br />years ago. A copy of the current zoning in the area is included <br />with this report. <br />ANALYSIS <br />The owner has experienced refinancing problems due to the zoning <br />inconsistency. Lenders recently have been hesitant to take <br />mortgages on property where the mortgaged use could not be re- <br />established under the zoning regulations. Zoning districts are <br />to be established to reflect the Comprehensive Plan's policy and <br />land use guide. Following are sections of the Comprehensive Plan <br />which relate to this proposal: <br />RESIDENTIAL <br />o Plan and develop residential neighborhoods according to <br />determined planning /development district boundaries. <br />o Protect residential development from adverse environmental <br />impacts, including noise, air, and visual pollution.
