o Plan and develop residential neighborhoods as units with <br />related, but limited supportive service and commercial <br />facilities. <br />o Preserve the character of low and medium density <br />neighborhoods by preventing encroachment from higher use <br />types and by buffering these neighborhoods from other types <br />of land use. <br />o Protect residential neighborhoods from penetration by <br />through traffic. <br />o Provide access to major street on the periphery of <br />residential neighborhoods. <br />COMMERCIAL - RICE STREET BUSINESS DISTRICT <br />o Establish the Rice Street Business District as the primary <br />retail and service focal point of the community and promote <br />and facilitate through direct public involvement further <br />complementary development in this area. <br />o Establish a cohesive, integrated image for the Rice Street <br />Business District. <br />o Where feasible, provide better connections between existing, <br />uncoordinated elements of the Business District. Climate <br />controlled connections shall be considered the most <br />desirable type of connection. <br />o Relate and integrate new development within the Business <br />District to all adjacent development. <br />o Establish an orderly transition between the Business <br />District and residential neighborhoods through the <br />introduction of either higher density residential or <br />limited business commercial development. <br />OFFICE <br />o Encourage major multi- tenant office development in areas <br />which provide good access and visibility from major <br />roadways. <br />o Encourage major regional multi- tenant office development to <br />locate within the industrial park, when such development is <br />complementary to existing and proposed industrial uses. <br />o Encourage personal service office development in limited <br />business districts and transition zones. <br />2 <br />Page 26 <br />
