This issue has arisen <br />from the request by Valvoline Rapid Oil Change and Sherman - <br />Boosalis for a third free - standing . sign on the Rice at C Center. <br />property. You will recall that the Planning Commission rejected <br />the variance request by the developer but recommended that the <br />City Council allow Rapid Oil to utilize the second free - standing <br />sign, otherwise required to identify the shopping center. The <br />Council agreed with the variance recommendation and voted denial. <br />They then directed our office and the Planning Commission to <br />study the issue and report to the Council on the propriety of an <br />Ordinance amendment allowing more than the one or two allowed <br />now. <br />Attached is a summary of information we have gathered from <br />various communities. Of the six, all allowed one pylon sign <br />identifying the center per street frontage. Shoreview allows <br />only one sign regardless of frontage and most had a maximum of <br />two.
