Mayor Fahey and Members of the City Council <br />June 7, 1990 <br />Page 2 <br />You will note when reviewing the attached information that a wide <br />range of licensing practices and fees exist. Some quick summary <br />points for the purpose of our discussion are: <br />* Vadnais Heights and Little Canada are the only two cities <br />which license all retail and industrial activity. Vadnais <br />Heights appears to be effective in enforcing this ordinance <br />because they assign a person to do on -site visits and <br />follow -up as part of their economic development efforts. <br />Arden Hills also licenses all retail activity. <br />* All of the cities appear to utilize special provisions and <br />fees to address areas of concern to each of them on a <br />respective basis. <br />* Little Canada fees for certain licenses appear to be <br />substantially lower than our neighboring cities, i.e. <br />gasoline filling stations, used car sales, motor vehicle <br />repair, amusement devices, and some investigation fees. <br />Due to the inadequate fee, the problem in maintaining records, and <br />the fact we are not presently utilizing this information in any <br />regulatory practices, it is my recommendation that we eliminate our <br />general business license at this time. Should this create any <br />concerns regarding certain business enterprises, we should address <br />these with special licensing provisions. I would also recommend we <br />increase our fees for certain licensed operations. <br />If the City Council agrees with this recommendation, the City <br />Attorney should be directed to prepare the necessary ordinance <br />revisions and I should be directed to recommend license fees in those <br />areas our fees appear to be inadequate for implementation later this <br />year for subsequent license periods. <br />JRH:kpv <br />Enclosures <br />Page 36 <br />
