After reviewing <br />the City's current liquor licensing ordinance and discussing same <br />with the City Attorney, it would be my further recommendation that <br />the City Council authorize a complete revision to our liquor and beer <br />licensing ordinance. <br />It is my opinion that we should not only look at class of license <br />issues, but also other considerations such as: <br />* Bonding Requirements - -Due to statutory changes, bonds are no <br />longer required for many types of licenses unless designated <br />by City ordinance. It is my understanding that many cities <br />have eliminated the bonding requirement. This may be <br />something the City Council wants to revise as well. <br />* Suspension /Revocation Procedures - -In my cursory review of <br />the ordinances, it appears that our procedures for <br />suspension /revocation could be fine tuned in order that the <br />City has more flexibility should the need arise to address <br />violations of our liquor licensing ordinance. <br />* Sale of Strong Beer in Conjunction a Wine License - -State <br />Statutes have also been revised to allow the sale of strong <br />beer if a licensee is a holder of a wine license and <br />providing they meet certain other conditions. Some of our <br />current licensees have inquired about this possibility. The <br />Council may want to consider a revision to our ordinance <br />which would provide them this ability. <br />P 1 1 7 <br />
