After reviewing the City's current liquor licensing ordinance and discussing same with the City Attorney, it would be my further recommendation that the City Council authorize a complete revision to our liquor and beer licensing ordinance. It is my opinion that we should not only look at class of license issues, but also other considerations such as: * Bonding Requirements - -Due to statutory changes, bonds are no longer required for many types of licenses unless designated by City ordinance. It is my understanding that many cities have eliminated the bonding requirement. This may be something the City Council wants to revise as well. * Suspension /Revocation Procedures - -In my cursory review of the ordinances, it appears that our procedures for suspension /revocation could be fine tuned in order that the City has more flexibility should the need arise to address violations of our liquor licensing ordinance. * Sale of Strong Beer in Conjunction a Wine License - -State Statutes have also been revised to allow the sale of strong beer if a licensee is a holder of a wine license and providing they meet certain other conditions. Some of our current licensees have inquired about this possibility. The Council may want to consider a revision to our ordinance which would provide them this ability. P 1 1 7
