The second classification would be an "On -Sale B Tavern" type <br />license that could be applied to some of the existing operations <br />within Little Canada that do not meet the "On -Sale A Restaurant" <br />licensing criteria. This category could allow future expansion <br />of bar type operations without changing the definition of a <br />"tavern" in the Ordinance. This would also allow existing <br />operations to maintain their current status without requiring <br />license review. <br />Attached please find an Ordinance amendment addressing "On -Sale A <br />Restaurant" and "On -Sale B Tavern" licenses for Council review <br />and discussion. The "On -Sale A Restaurant" requirements are an <br />attempt to attract a higher quality development with the <br />issuance of new liquor licenses within the City. The "On -Sale B <br />Tavern" requirements were designed to allow the existing (limited <br />food serving) establishments to maintain their current status. <br />This category will also allow the City to grant licenses to those <br />establishments that do not meet the requirements of an "On -Sale A <br />Restaurant ". <br />CONCLUSION <br />Our office would recommend the addition of a restaurant type <br />liquor license to the City Ordinance to provide the opportunity <br />for upscaled development in this area. Currently, the Ordinance <br />allows for one blanket type of license that does not <br />differentiate between the restaurant and bar type operations. To <br />encourage the development of quality licensed businesses, our <br />office would recommend the adoption of a second type of liquor <br />license encouraging restaurant /bars with larger seating capacity <br />and higher investment. The addition of a second category of <br />liquor license would not adversely affect the existing bar type <br />establishments within the City, while providing the opportunity <br />to encourage higher quality development. <br />cc: Annette Freeman <br />Kris VanSchoonhoven <br />Page 120 <br />
