northwest associEted consultants, Inc. <br />MEMORANDUM <br />TO: Little Canada City Council <br />FROM: Kris Aaker /Stephen Grittman <br />DATE: 25 July 1989 <br />RE: Little Canada - Liquor Licensing System <br />FILE NO: 758.09 - 89.35 <br />BACKGROUND <br />The City of Little Canada has continued a moratorium on liquor <br />licenses until such time as the licensing system has been <br />evaluated. The following memorandum provides background on the <br />licensing issue and provides an example of restaurant and tavern <br />licensing ordinances for Council review and consideration. <br />A revision of the liquor licensing section of the Little Canada <br />Ordinance should include three general criteria as cited in the <br />June 10, 1987 planning report. Those criteria are: <br />1. Whether or not food is served. <br />2. Seating capacity. <br />3. Investment (building valuation). <br />The criteria were based on data assembled for the 1987 report on <br />a number of Metro communities' approaches to on -sale liquor <br />licenses (see Attachment A). The June 10, 1987 planning report <br />recommended a minimum of two classes of licenses for the City of <br />Little Canada. Currently the City has one type of liquor <br />license. <br />The first classification would be an "On -Sale A Restaurant" type <br />license requiring . the inclusion of food service with a seating <br />capacity, a building square footage requirement and an assessors <br />market valuation of the property (building and fixtures). <br />4601 excelsior blvd., ste. 410, minneapolis, mn 55416 (612) 925 -9420 fax 925 -2721 <br />Page 119 <br />
