TO: <br />MEMORANDUM <br />Little Canada Mayor & City Council <br />FROM: David Licht <br />DATE: 10 June 1987 <br />RE: Little Canada - Liquor Licensing System <br />FILE NO: 758.09 - 87.14 <br />northwest <br />associated <br />consultants, inc. <br />(612) 925-9420 <br />48 #>l4*0~kl OK AMXX , minneapolis. mn 55416 <br />BACKGROUND <br />Several months ago, our office was directed to analyze the City's present liquor <br />licensing system and evaluate how this tool might be utilized as an economic <br />development mechanism to attract high quality uses into the City. This matter <br />apparently now has more importance as Mr. Chlebeck has been informed verbally <br />that the legislature granted the City two additional liquor licenses. <br />EXISTING LICENSE SYSTEM <br />At present, it is our understanding that the City basically has one type of license <br />which can be expanded upon for Sunday service. Six establishments presently <br />operate with on -sale service. These are listed in Attachment A. The locations <br />are documented on Attachment B. Attachment C depicts the site and buildings which <br />are involved. <br />With regard to economic development, Attachment A documents a broad range of build- <br />ing market value of the six existing operations. Note should be made that two <br />of the present operations are extremely low in building value. These are <br />apparently bar only type of establishments with no major food service involved. <br />ALTERNATIVE LICENSING SYSTEM <br />Through work which our office did for the City of New Hope, data was assembled <br />on a number of other communities' approaches to on -sale liquor licenses. In <br />summary form, this information is as follows: <br />City <br />Brooklyn Center <br />Bloomington <br />License Requirements <br />A restaurant must have facilities to seat <br />not less than 150 guests at one time. <br />The restaurant must have a minimum floor <br />area of 1800 square feet. <br />Brooklyn Center has four classifications <br />for on -sale intoxicating licenses which <br />are determined by the ratio of food to <br />alcohol served. <br />A•restaurant must have facilities to seat <br />50 persons at one time.
