MINUTES PLANNING COMMISSION JUNE 14, 1990 DeLonais expressed concern that at the April meeting the Commission asked that the Planner and Frattalone work out the conditions under which the operation would be allowed. DeLonais stated that the Commission still does not have this information. Frattalone stated that he was in agreement with the conditions quoted by the City Planner this evening. Bendel suggested that the operation be allowed under a Conditional Use Permit rather than interim use. The Planner pointed out that under a CUP the operation would be allowed to continue as long as the stated conditions were met. Garske pointed out that under a CUP the City has no control over the operation being there forever. Garske stated that he would prefer the interim use so that in the future the land could be reclaimed. Bendel pointed out that Frattalone's intent is to develop the property in the future. Garske again pointed out that the interim use would give the City some additional controls. Pedersen felt that economics would take care of the situation. Drabik stated that she would like to review the conditions for allowing the recycling operation prior to the CUP being issued. The Planner pointed out that review of the actual application for CUP will have to come back to the Planning Commission. Garske felt that recycling may become a very profitable business, thus delaying or eliminating the future development of this site. Garske stated that he would like to see the area developed as a first -class industrial park some time in the future, and suggested that an interim use arrangement would encourage this. The Commission discussed the timing for relocating the concrete stockpile, and it was the concensus of the Commission that Frattalone be given a year to get this pile moved.
