MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 1990 <br />DeLonais felt that frontage should be defined more <br />clearly as store front of a building and that a second <br />free - standing sign should be allowed if one of the <br />businesses in the shopping center fronts on the second <br />street. DeLonais pointed out the survey he did of 30 <br />shopping centers. <br />DeLonais asked if each of the buildings at the Rice At <br />C Center were sold off individually, if each building <br />would be allowed a free - standing sign. <br />The Planner replied that the city is protected because <br />free - standing signs at shopping centers are to be <br />shopping center ID signs and not individual tenant <br />signs. However, the inventory information on a <br />shopping center ID sign is not restricted. The Planner <br />suggested that the inventory information should be <br />restricted to about 1/3 of the sign area. <br />DeLonais felt that tenant information was the most <br />visible along the front of the shopping center building <br />itself. <br />Nick Boosalis reported that there are two issues of <br />concern to him. The first is a separate free - standing <br />sign for the Rapid Oil building at the Rice at C <br />Center. Boosalis pointed out that 4 of the 6 cities <br />surveyed would allow a separate free - standing sign for <br />a separate building or outlot -type building. The <br />second issue is the free - standing signs allowed on a <br />per frontage basis. Boosalis felt that the best way to <br />dictate the setback for a second free - standing sign on <br />a second frontage would be based on location of <br />utilities. Boosalis pointed out that based on the <br />location of telephone wires, etc. a 20 foot setback may <br />not be feasible. <br />DeLonais asked about height limitations for the <br />free - standing signs. <br />The Planner replied that height is currently regulated <br />by the size of the building. Both Rice At C Center <br />signs could be 21 foot in height, while a separate sign <br />for Rapid Oil would be limited to 16 feet. <br />DeLonais felt that a shopping center should be allowed <br />only one free - standing identification sign with tenant <br />identification on the fronts of the buildings. <br />DeLonais stated that he wanted the City to have a nice <br />appearance. <br />Page 21 <br />
