ORDINANCE NO. <br />AN ORDINANCE AMENDING SECTION 914 OF THE LITTLE CANADA <br />ZONING ORDINANCE RELATING TO THE REGULATION OF STOCKPILING AND <br />RECYCLING OF AGGREGATE MATERIALS AS A CONDITIONAL USE IN THE 1 -1, <br />LIGHT INDUSTRIAL ZONING. DISTRICT, <br />THE CITY COUNCIL, OF LITTLE CANADA, MINNESOTA HERESY ORDAINS <br />AS FOLLOWS: <br />Section 1. Section 914.040 is hereby amended to add the <br />following: <br />914.040 <br />B. Aggregate materials stockpiling /recycling provided that: <br />1. Stockpiles of processed materials are for beneficial <br />reuse only. Any retail activity shall be subject to a <br />separate permit as regulated by Section 913.040.8, <br />2.- No such activity shall be allowed on any parcel within <br />400 feet of a residentially zoned district. <br />3. This permit does not apply to excavating or mining <br />operations which are separately regulated. <br />4. Suitability of the soil for such an activity shall he <br />certified by the City Engineer or Soil Engineer <br />approved by the City, the cost of which shall be borne <br />by the applicant. An appropriate security may be <br />required to insure the repair of public improvements <br />which may be damaged by such activity. <br />5. The activity is designed so as to avoid its location in <br />any wetland and to avoid the erosion or runoff into any <br />wetland. <br />6. All stockpiles of materials shall be fully screened <br />from the view of the public from the centerline of all <br />adjacent. roadways. <br />7. Screening and landscaping plans and details shall be <br />submitted with any such application and are subject to <br />City Council approval. <br />8. All parking and general circulation areas shall be <br />paved and have drainage plan approval by the City <br />Eng.i,neer, <br />Page 4 <br />
