MINUTES <br />CITX COUNCIL <br />OCTOBER 27, 2004 <br />RESOI,UTIONtVI). 21709-10-Z59 -APPROVING THE RENEWAL OF <br />AUTO REPAIR AND AUTO S.4I_E,S LICENSES' FOR VALOR <br />ENTERPRI.SE.S FOR THE LICENSE PERIOD TKRO UGH JUNE 30, <br />2005 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (~) LaVa(le, $lesener, Allan, Fahey, .Montour. <br />Nays (0). Resolution declared adopted. <br />PRELIMINARY The City Administrator indicated that the developer of Gervais Hills <br />PLAT has done a goodjob in ttying to accommodate additional drainage <br />REVISIONS & from the surround area within his plat. As the Council will recall <br /> <br />GRADING , <br />the preliminary plat was approved subject to the developer moving the <br />AGREEMENT - cul-de-sac 60 feet to the south so that there was room for the additional <br />GERVAIS HILLS ponding area recommended by the City Engineer. However, in redrawing <br /> the preliminary plat, the developer indicated that it was feasible to move <br /> the cul-de-sac only 40 feet to the south. As a result, the additional <br /> ponding area has dead storage capacity of about 50% of what the City <br /> Engineer is recommending and live storage at 84%. Moving the cul-de- <br /> sac the additional 20% is problematic due to the existing topography and <br /> drainage that comes from Viking Drive and Highway 36. <br />The City Administrator suggested that to further address drainage <br />problems in this area, the City will be looking at curbing issues along <br />County Road B-2 and other means to provide sediment control. <br />The City Administrator felt that the developer has done a good job in <br />trying to woti< with the City and has taken steps that wilt result in <br />stibstantia( drainage improvements for the area. <br />Blesener asked about malting the pond deeper. John Whitcomb, Gervais <br />Hills developer, indicated that there is a reduction in the return in malting <br />a pond deeper. Whitcomb felt that the Gervais Hills plat is providing as <br />much ponding as possible with the available land. FIe noted that the plat <br />still meets ail the City ordinance requirements and no variances are being <br />requested. <br />Blesener noted that the ponding proposed is a 750% increase from what <br />was original ly proposed. Fahey agreed that the developer has worked with <br />the City. <br />The Administrator noted that the changes that the Council is seein<_> this <br />evening can be inc:orporared as part of Final Plat approval- This evening <br />the developer is saeing approval of the grading agreement for the <br />development. The developer is hoping to have the grading work done this <br />S <br />
