The applicant had based his previous <br />requests on claims that flooding in the area eliminated his ability to use parts of his <br />property effectively. He has provided similar information in support of his request, but <br />has stated that he does not wish to provide grading and drainage information as a part <br />of his application. City code enforcement staff has provided information on the <br />conditions of the property. <br />Automobile parts, storage, and sales have raised some of the greatest levels of <br />enforcement issues in Ryan Industrial Park. For many years, the City has expended <br />several hours of City staff time on efforts to manage unsightly storage yards, follow up <br />on unfulfilled permit conditions, and prepare reports to the Planning Commission and <br />City Council on areas of concern or response to complaints. <br />In this case, the code enforcement officer has noted the condition of the property, <br />including open "storage" of parts and equipment, and stcrage cf cars i. ~ need of repair in <br />the areas proposed for customer parking and sales lot. <br />Planning staff believes the terms of the original CUP should be enforced. Automobile <br />sales in the Ryan Industrial Park was not allowed not to create a general retail sales <br />area, but as a convenience to repair operators who acquired vehicles for repair and <br />then needed to sell some of these vehicles under the State's licensing requirements. <br />Thus, sales lots were occasionally allowed under a strict set of conditions, but often <br />
