EXHIBIT II -B <br />Findings relating to qualifications of <br />Tax Increment Financing District No. 2 -1 <br />as a redevelopment district as established <br />February 14, 1990 <br />The parcels consist of approximately ten acres. Within these <br />parcels of land are single family dwelling homes and one <br />parcel that contains a business. These parcels of land are <br />identified by the following: <br />* 2944 Condit Street - Approximately .29 acres. This <br />lot contains a 1 1/2 story dwelling which has been <br />expanded by adding a walkout from the lower level. <br />* 2942 Condit Street - Approximately .28 acres. This <br />lot contains a 1 story dwelling. <br />* The parcel just to the east of the above - mentioned <br />lots are vacant. This parcel has approximately .39 <br />acres. <br />2924 Condit Street - Approximately 1.2 acres which <br />would include 2929 Country Drive. <br />2920 Condit Street - Approximately .91 acres. <br />2888 Nadeau Road - Approximately 1.96 acres. <br />2828 Condit Street - Approximately 5.96 acres, less <br />homesite of approximately .82 acres of which would <br />not be included in Tax Increment Financing District <br />No. 2 -1. <br />All single family dwellings within Tax Increment Financing <br />District No. 2 -1 are presently occupied. City records <br />indicate that the construction of these homes took place in <br />the early 60's. <br />It appears that the homeowners have not let their homes <br />deteriorate. However, some conditions would have to be <br />addressed. The roofing, siding, and in some cases brick work <br />and stucco work would have to be maintained. Another issue <br />would be making the homes more energy efficient (windows, <br />doors and attic insulation). All the extra costs would be <br />somewhat of a burden on each homeowner.
