MINUTES <br />PLANNING COMMISSION <br />March 8, 1990 <br />The City Planner thought that the agreement the City <br />has with St. Jude's for maintenance of a 100 foot <br />buffer area addressed building and parking issues <br />within that area. It was the Planner's feeling that a <br />fence would be allowed. <br />St. Jude's indicated that they are open to suggestions <br />for making the fence unobtrusive, however, noted that <br />they must protect their site. It was also pointed out <br />that St. Jude's allowed Jackson Street to be extended <br />at the request of the neighbors, which infringed into <br />the 100 foot buffer. <br />There was continued discussion between representatives <br />of St. Jude's and Trail, with Trail maintaining that <br />the fence was a violation of the buffer agreement. <br />Bendel stated that he felt St. Jude's has made a good <br />faith effort to maintain the 100 foot buffer zone as <br />agreed to, based on the assumption that they could <br />provide minimal security for their property. Bendel <br />felt that fire protection measures must take priority <br />over cosmetic issues. <br />Herkenhoff recommended approval of the amendment to a <br />Planned Unit Development for St. Jude Medical, Inc. to <br />allow the construction of a second phase building in <br />the amount of 74,000 square feet in size subject to <br />compliance with the recommendations of the City Planner <br />as contained in his report dated March 5, 1990, and <br />directing St. Jude's to work with its neighbors to try <br />to work out an acceptable fencing plan. <br />Motion seconded by Bendel. <br />Motion carried 7 - 0. <br />SENIOR Mr. Armand Brachman, Dominium Group, appeared before <br />CITIZEN the Commission reporting that his firm is interested <br />HOUSING in developing senior citizen housing within the City. <br />Brachman reported that his firm has been in business <br />for 18 years and are multi - family developers and have <br />developed high - quality housing for seniors. Brachman <br />submitted pictures of some of the developments his firm <br />has done. <br />Brachman reported that his firm is interested in <br />developing a senior citizen housing complex on the <br />property adjacent to the Garden Terrace senior <br />Page 13 <br />
