MINUTES <br />PLANNING COMMISSION <br />March 8, 1990 <br />all coming to or leaving the site at the same time. <br />Traffic studies have shown that there are no problems <br />with the traffic situation given the stop lights at <br />Rice Street and County Road B -2 even if all employees <br />left work at the same time. <br />The City Planner stated that he would like to encourage <br />the access point to County Road B -2, since the <br />intersection at Rice Street and County Road B -2 is more <br />capable of handling traffic than the intersection of <br />Viking Drive and Rice Street. <br />Pedersen asked for comments from the general public on <br />this matter. <br />Lorainne Pulmer, Oakmont Condominiums, asked which way <br />the parking lot addition would drain. <br />Burrow explained the drainage plan, pointing out that <br />there will be storm sewer and catch basins installed to <br />pick up run -off and direct it into the pond at the <br />front of the building. <br />Pulmer asked the location proposed for the fence. <br />St. Jude's replied that the exact location has not been <br />determined, however, all Code requirements would be <br />met. An 8 -foot high cyclone fence is being proposed. <br />St. Jude's plans for the fence to be as low -key as <br />possible. St. Jude reported that the reason the fence <br />is necessary is due to trespassing problems, ATV <br />problems, and the fact that there have been two minor <br />fires on the property, one which could have become <br />major. St. Jude's has full -time security people <br />patrolling the site on weekends, however, the problems <br />still continue. <br />Barb Trail, Oakmont Condominiums, felt the St. Jude's <br />expansion plan excellent, and reported that St. Jude's <br />has done everything possible to be good neighbors. <br />However, Trail was concerned about the fence and felt <br />it was a violation of the agreement St. Jude's has with <br />the City to maintain a 100 foot buffer area. Trail was ' <br />also concerned that since Oakmont is lower than St. <br />Jude's, there would be lights from the parking lot <br />shining on the Oakmont. <br />Burrow reported that the new parking area will be on <br />the hillside in the northern area of the property. <br />Also, Code requires lighting to be hooded so that light <br />will not shine on adjacent properties. <br />Page 12 <br />
