MINUTES <br />PLANNING COMMISSION <br />March 8, 1990 <br />financing. <br />The City Planner reported that HUD is not giving <br />Section 8 money for elderly housing at this time, and <br />the market for this type of financing has been limited <br />mainly to handicapped housing. <br />Brachman also pointed out that the "Pay As You Go" <br />method of TIF is being discussed, which means that the <br />City has no risk since no TIF monies would be disbursed <br />unless the taxes on the property are paid. <br />Garske felt the proposal was a good use of the land, <br />feeling that the property would not develop with a <br />retail development. <br />Herkenhoff declared that the Commission finds the land <br />use as proposed by Mr. Brachman for senior citizen <br />housing adjacent to the Garden Terrace site is in <br />conformance with the Comprehensive Plan, and the <br />Commission suggests that the City continue to research <br />the feasibility of this project. <br />Motion seconded by DeLonais. <br />Motion carried 7 - 0. <br />TIF,& Pat Pelstring, Business Development Services, appeared <br />COUNTRY DR. before the Commission and reported that expansion of <br />the Development District and TIF District for the <br />Country Drive area are necessary. Pelstring reported <br />that the original plan adopted by the City contained an <br />error and did not include the four residentially -used <br />properties adjacent to the Water Works property. It <br />had always been planned that these properties should be <br />included within the District. Another amendment that <br />is necessary is to amend the TIF budget for the area. <br />The original budget adopted includes only the first two <br />buildings, and have included the budget amounts for all <br />the development phases. The budget does not mean a <br />commitment on the part of the City to that level of <br />funding, but rather authorizes the City to fund up to <br />the level budgeted for. <br />Pelstring reported that the City Council will consider <br />these corrections at a public hearing scheduled for <br />April 11th, and Commission action is necessary prior to <br />that date. <br />Page 16 <br />
