MINUTES <br />PLANNING COMMISSION <br />March 8, 1990 <br />Mr. Zender, Country Drive resident, reported that the <br />improvement of Country Drive will cost Country Drive <br />residents approximately $100 per foot in improvement <br />costs. Zender stated that the improvement is being <br />done in conjunction with the development of the Country <br />Drive property, and the residents are being asked to <br />assume some of these costs without the assurance that <br />they will be included in the development. Zender <br />reported that the residents will also be assessed at <br />the commercial rate, although the property is being <br />used as residential. <br />Zender stated that he would like to see the path <br />cleared so that the development of the Country Drive <br />area can proceed, but questioned why his property would <br />be assessed at a commercial rate. Zender reported that <br />the Council has discussed the possibility of assessing <br />at the commercial rate, but deferring the difference <br />between the residential and commercial rates until such <br />time as the property is developed. <br />The City Administrator reported that at the improvement <br />hearing a figure of $68 per front foot in improvement <br />costs was quoted by the City Engineer. However, these <br />costs are not finalized, and won't be until the bids <br />for the project come in. The Administrator pointed out <br />that the proposal this evening is to expand the TIF <br />district to give the City added flexibility. <br />The Administrator stated that the Council is sympathic <br />to the concerns voiced by the residents on Country <br />Drive, however, it was noted by the Council that the <br />property is zoned Commercial. The Council is <br />considering methods to address the situation that would <br />be fair to everyone. <br />Pelstring reported that the issue falls back to how <br />quickly the area can develop. The developer is <br />proposing that the first two buildings be constructed <br />this summer, and has indicated that he is pleased with <br />how the leasing is going. It is likely that the second <br />phase could proceed in the fall. <br />Zender pointed out that his property is included in the <br />fourth phase. <br />Garske pointed out that there is benefit to these <br />residential properties to be included in the TIF <br />District. <br />Page 17 <br />
