MINUTES <br />PLANNING COMMISSION <br />March 8, 1990 <br />The Administrator stated that he wanted to emphasize <br />that beyond the first two phases there are no <br />guarantees. There is a phased development plan for the <br />area, however, there are no guarantees. <br />Zender was concerned that he had to bear the <br />inconvenience and cost of the Country Drive <br />improvement. <br />The City Administrator pointed out that the road <br />improvement would proceed without the commercial <br />improvement, pointing out that this is the last section <br />of Country Drive to be improved. <br />Pedersen asked if the residential properties would have <br />been assessed at the residential rate had the <br />commercial improvement not been pending. <br />The Administrator pointed out that Country Drive is a <br />State -Aid road and must be improved to State -Aid <br />standards. <br />Herkenhoff asked what the City can do to help these <br />residents and give them some assurance that they will <br />be included in the development project. <br />The Planner again reported that the Council is looking <br />at deferring that portion of the road assessment <br />between the residential and commercial rate until such <br />time as the property sells as commercial. The Planner <br />also noted that the City could require a certain phase <br />of the development be the next to proceed, although the <br />issue will be whether or not the developer is <br />financially capable of proceeding. <br />Pelstring agreed that the City has no assurances that <br />anything other than the first two buildings will <br />proceed, but pointed out that the City is getting a <br />substantial development of reasonable high - quality. <br />Regardless of whether or not the same developer can <br />continue the subsequent phases, the City will have <br />established a TIF program for the area that can be <br />provided for any developer who is interested in <br />developing this area. <br />Drabik agreed that the TIF program will make the area <br />more attractive to developers. <br />The City Planner pointed out that the value of the four <br />southern properties as commercial has not changed, that <br />Page 18 <br />
