MINUTES <br />PLANNING COMMISSION <br />March 8, 1990 <br />Bendel pointed out that the property has been for sale, <br />for several years, and it was only after the TIF <br />assistance was made available that there has been any <br />development activity. <br />Costa was concerned that the development did no good <br />for the City for the next 15 years and that the <br />taxpayers have to bear the increased costs of police <br />and fire protection that this development will require. <br />Bendel also pointed out that the development will bring <br />additional jobs into the City, and the employees at <br />these businesses will spend money at the City's <br />businesses. <br />Pelstring felt the thing Mr. Costa should ask himself <br />is whether or not the project will hurt the City. <br />Pelstring again pointed out the concern that the type <br />of development further north on Country Drive would <br />spread to this area. <br />Costa pointed out that those developments have not hurt <br />the City, and pointed out that Ryan Industrial Park was <br />built on a very undesirable piece of property without <br />any financial assistance from the City. <br />Garske indicated that the image of Ryan Industrial Park <br />has hurt the City. <br />Drabik pointed out that the City must look to the <br />future, and try to get the best possible development it <br />can. <br />Herkenhoff was concerned that there was no long -range <br />planning going on. Herkenhoff was also concerned that <br />the City does not understand the full implications of <br />TIF. Herkenhoff stated that he could not see how TIF <br />would help the City. <br />Pelstring agreed that there were two sides to the TIF <br />issue with some people moving towards the position that <br />TIF should be used for a certain type of development <br />that will create jobs and economic growth. Pelstring <br />reported that the Legislature is considering setting up <br />a review board that would include the County and School <br />Board, however, the authority level of that board has <br />not been determined. It is also likely that TIF will <br />be limited to assisting manufacturing businesses and <br />not commercial. The Legislature is also considering <br />tightening the "But For" test. <br />Page 20 <br />
