• Property Abstract. The City Attorney has not received the <br />title abstract for review. This is necessary for plat <br />filing, easement conveyances, and documentation of the <br />validity of development contracts on the property. <br />• Utilities Plan. The developer has not updated utilities <br />plans for the project since the plat was redesigned. This <br />has caused some difficulties in the review of service needs <br />in the plat. <br />• Fill Permit. The developer will need a new fill permit <br />based on the revised grading and drainage plan. <br />• Water Service. The Public Works Director is reviewing the <br />possible necessity for looping the water service in the <br />project, which we presume to be currently proposed as a dead <br />end line in the cul -de -sac. <br />Other Issues <br />The development contract references a lot and block legal <br />description which is based on the plat. Since we do not have a <br />recordable final plat, the development contract is not recordable <br />either. Staff is recommending that final plat approval be <br />withheld until the above issues are all resolved, and that <br />further occupancy of the project be delayed until the plat is <br />filed. <br />With respect to construction of a house in the project, staff <br />recommends that the street must be graded and a class five <br />aggregate base be in place, along with curb and gutter. These <br />items are necessary to set grades and assure proper access to the <br />structure during construction.
