5. To provide adequate utilities and other public <br />improvements and facilities, to enhance the <br />Redevelopment Area and the City for new and <br />existing development. <br />6. To assist the financial feasibility of private <br />projects to the extent necessary and where there <br />is a corresponding level of public benefit. <br />7. To enhance the overall economy of the City and <br />surrounding area by retaining current, and <br />providing additional employment opportunities for <br />the residents of the City and surrounding <br />community. <br />8. To increase the City's tax base. <br />9. To stimulate development and investment within the <br />Redevelopment Area by private interests. <br />B. Land Use <br />1. Current Land Use <br />The Redevelopment Area consists of several <br />different incompatible land uses, including <br />single family residential, multiple family <br />residential and commercial uses. The land uses <br />are scattered indiscriminately through the <br />Redevelopment Area causing problems with access, <br />traffic visibility, lack of proper screening, and <br />parking, see Exhibit D, Zoning Map. <br />2. Proposed Land Use <br />The proposed land use for the Redevelopment Area <br />is commercial office space and other lot intensity <br />commercial use types. This may include some <br />retail or service commercial land uses. Public <br />facilities necessary for the public health, safety <br />and welfare are allowed uses by conditional use <br />permit. <br />3. Comprehensive Plan <br />The Comprehensive Plan calls for rezoning and <br />redevelopment in the area which would change the <br />land use from predominantly residential to <br />commercial. Some of these zoning changes have <br />occurred but the redevelopment has not. The <br />Comprehensive Plan designates the area as the <br />Page 32 <br />
