TO <br />Board of Ramsey County Commissioners <br />December 26, 1989 <br />Page 3 <br />NEW PROJECTS <br />Community Human Services <br />St. Paul Ramsey Medical Center <br />94:144`.1T3 P.C1-4 <br />Allocation <br />$ 79,000 <br />175,000 <br />Community Human Services Emergency Shelter <br />The Community Human Services Department has just undertaken a new <br />initiative with respect to emergency shelter for children ages 8 <br />and younger who are at risk. They have developed a special home <br />which will place direct emphasis on serving young minority children <br />who have been exposed to cocaine use and are at risk. The home <br />will serve up to nine children at any given time and is able to <br />provide emergency shelter to a mother and child in special <br />circumstances. Because this home is a new initiative by the Human <br />Services Department in response to a growing need, it is eligible <br />to receive CDBG funding. This item was included in the budget <br />proposal presented to the Board during the recent budget <br />deliberations with the anticipation that CDBG monies would be used <br />as the funding source. The vendor has entered into an agreement <br />with the Department in accordance with County policies to offer <br />this specialized service beginning in January, 1990. This project <br />fits especially well with the recent initiatives of Secretary Kemp, <br />who expressed concern about the homeless and the affect of drugs on <br />those living in impoverished conditions. It is to be funded with <br />unallocated fiscal year 1989 funds. <br />St. Paul Ramsey Medical Center <br />The St. Paul — Ramsey Medical Center has submitted a proposal to the <br />County for the addition of twenty beds to care for psychiatric <br />patients. The Medical Center has documented that there is a <br />growing need to care for the seriously and persistently mentally <br />ill. Many of the patients have been returned to the community from <br />institutions and may or may not be in supervised home settings. <br />Medication management has often not been successful. Further, the <br />level of care needed by these patients has markedly slowed down the <br />ability to discharge them with the average length of stay at 9.0 <br />days,. All of the users of the beds are diagnosed as mentally ill <br />with an increasing proportion also diagnosed as developmentally <br />delayed.
