The remainder <br />have commercial or HMO insurance, or are self —pays. While the <br />Medical Center is a private, non — profit institution it views its <br />mission to include and assure service to the indigent. The Medical <br />Center is prepared to begin construction immediately upon <br />completing its environmental work and securing bids for this <br />project. The proposed funding for this comes from unexpended <br />fiscal year 1988 administrative monies and the program income <br />received December 19, 1989, from the Village of St. Anthony who was <br />an earlier recipient of a loan from the County CDBG program for a <br />temporary water treatment plant. <br />The Committee which advises the 'County staff on the merits of <br />applications had inquired about the possibility of the City of St. <br />Paul CDBG program partidipating in this project. However, staff <br />contact with the City revealed that the City planning process has <br />no funding available until June, 1991. Further, the committee <br />asked the staff to review the Medical Center's need for CDBG <br />monies. We believe the letter submitted by Linda Stein, dated <br />December 15, 1989, documents the appropriateness of the expenditure <br />with CDBG funds. <br />The committee also suggested that the request be reduced from <br />$189,999 to $75,000. (The Medical Center has committed up to <br />$200,000 for the expenditure.) However, the County staff believes <br />the comp)exity of this sizable Davis —Bacon project makes our <br />participation unfeasible at such a small dollar amount. Thus, the <br />staff recommendation remains at $175,000, which is the maximum <br />available at this time. <br />PROPOSAL NOT RECOMMENDED FOR FUNDING <br />The following project is not recommended by the Executive Director <br />at this time for funding. <br />Little Canada Tornado Shelter <br />The City of Little Canada has asked the County to consider a <br />$100,000 allocation for the construction of a severe storm shelter <br />on the property of the North Star Estates Mobile Home Park to <br />protect the more than 500 residents of the Park in the event of a <br />tornado. <br />Staff has met with representatives of Little Canada and one of the <br />Park owners with regard to such a project.
