However, the rent of $225 per month for a space in <br />addition to the monthly payments on the mobile homes themselves put <br />residents in a position of paying a significant proportion of their <br />income for housing needs. Census data indicates that 62 percent of <br />the residents meet the low income criteria. A representative of <br />the Park owners has indicated that the owners do not believe that <br />it is their responsibility to construct the shelter. Further, <br />should they be required by Little Canada to do so they would desire <br />to recover this capital expenditure in a relatively short period of <br />time resulting in monthly rental increases from $10 to $20 per <br />month per space. <br />The staff and the committee advising the staff has significant <br />concerns about enhancing the private owners property when the <br />financial need to do so is not evident. <br />We have proposed to Little Canada that we would look <br />further at this project if the City of Little Canada: <br />(1) owned the parcel on which the shelter was to be <br />built, <br />(2) would be responsible for the construction <br />project, <br />(3) actually owned and maintained the shelter, <br />(4) agree to fully repay the CDBG grant if the <br />shelter was to have any other use or be removed <br />for ten years following its construction. <br />We are deeply concerned that this property, which is <br />zoned for light industrial use, could find itself <br />utilized in some other fashion, thus, negating the value <br />of our public expenditure. <br />For these reasons, we are not recommending this project be funded <br />at this time. We would appreciate your comments on the criteria <br />recommended by Staff for undertaking this project at the Policy and <br />Planning Meeting. <br />If the Board believes that this is a desirable project, it could be <br />funded with fiscal year 1990 monies which will be available in <br />July, 1990. We are aware that the City is desirous of proceeding <br />as quickly as possible. However, this Davis -Bacon project will <br />Page 15 <br />
