One of the dilemmas when talking about these <br />patients' is what, their residence is, 'There are people coming to the <br />whole Twin Cities area specifically to the inner - cities because the <br />services are here, because the communities they live in don't have <br />adequate facilities for them. She said it is real hard to identify <br />what the former residence was of these patients. <br />• <br />Commissioner Schaber said he hopes SPRMC is trying to keep track of <br />that, because two other counties have been spoken to by himself and <br />Commissioner Norgard, who are causing Ramsey County quite a severe <br />problem at SPRMC. He said he hoped they would take their <br />responsibility and pay the bills for their residents, but they are not <br />doing that. <br />Ms. Stein said they have followed up •with a letter identifying that <br />information. <br />Ms. Stein Said the second' issue is the Executive Director <br />recommendation'. She said it is a crisis now, and the concern for SPRMC <br />is that they are ready to proceed to provide these new beds. She said <br />she understands that with CDBG money, they can't just begin the process <br />and then wait for the money to come in. They are talking about <br />delaying even starting letting out the bids until they obtain approval. <br />She said she would like clarification on whether they could continue <br />the process or if they have to delay until the probate .issue is <br />resolved., <br />Mr:, Schutten said that is a '90 -day 'process. He asked if tPRMC is <br />planning to•be under construction in the next 60 days? He said he's <br />;not' sure •wha,t the timing issues are. He said it doesn't make a lot of <br />sense for the Board to be taking action to add beds when currently out <br />for an RFP .'to look at whether this is the appropriate location for <br />those beds.. He'said he had, said to Ms. Karon that in the comments that <br />this be approved contingent upon the results of the RFP. It is our <br />indication that there may not be other facilities that are interested <br />in providing those services, however,• we don't know that.. <br />Ms. Stein said her response is that the probate issue is:again one <br />small portion of the overall issue. Again, we are talking about <br />psychiatric beds for the community where there clearly are not enough <br />throughout the system. The only place you'd be able to find beds, if <br />any can be found, would be at Hennepin. She said there have been calls <br />from as far away as Rochester for placement. <br />Commissioner McCarty asked if Ms. Stein is saying that whether or. not <br />the commitment procedure will be at SPRMC, beds will still be needed <br />for these express purposes? <br />• <br />Ms. Stein replied, yes, that is'her understanding. She said there is a <br />crisis situation at the hospital and in the community. - <br />Commissioner Salverda then directed discussion to the one proposal not <br />being recommended, the tornado shelter in the City of 4ttle Canada. <br />• <br />Page 17 <br />
