She said <br />this proposal is for a private developer to receive on a pass- through <br />to put up a tornado shelter attached to the North Star Estates Mobile <br />Home Park, where more than Sb0 people reside, and who do not have <br />nearby access to a tornado shelter. <br />Ms. Karon said she and Harry McPeak, Assistant County Attorney, met <br />with the representative of the developer. Rental would significantly <br />documented3ea minimumhofr62 %d ofttheipeoplehareilownincome. In addition <br />to renting the spot, they must make the payment on the mobile home. <br />The City of Little Canada's City Council expressed some concern about <br />these people and asked if we could help; <br />Ms. Karon said that after meeting with the developer, and in subsequent <br />discussions with with Mr. McPeak, and with Mr. Schutten, it was <br />determined .there was no financial need in enhancing a private <br />development. They did recognize that the need for security and safety <br />fot the residents is extremely important. There are at least four <br />other mobile home parks out there who may be without shelters and it is <br />anticipated that they might be interested in a similar assistance. <br />Ms. Karon said it is recommended in a six -page cover letteFr of the <br />report,•that if such a shelter would be built by any of the mobile home <br />parks, that the city or local municipal entity would have to be the <br />owner, responsible for the construction, own and maintain the shelter, <br />and,fully agree to repay the grant if the shelter was removed within 10 <br />years. The reason for that kind of recommendation is that mobile home <br />parks are mobile and land could get another use within a short period <br />of time. <br />Commissioner Schaber asked 'what suggests that there are more tornadoes <br />going through this area than any other? <br />Ms. Karon said she doesn't have that answer, but said that Mi,. Sanders <br />who is representing the City of Little Canada, and Joel Hanson, new <br />City Manager of Little Canada•were'attending the meeting today, and <br />might be,.able to answer. <br />Mr. Sanders said there is no evidence that this area has more tornadoes <br />than any others. He said there are statistics that show the number of <br />mobile homes throughout the metro area that have been damaged or <br />destroyed over the years. This particular area has not been .hit biy a <br />tornado. The potential is always there. It has been a concern o£, the <br />city council for a number years and it came up again when the North <br />Star Estates submitted its emergency evacuation plan, which shows the <br />two nearest storm shelters were over a mile away. The -city council <br />determined that to be unreasonable and that this area will have a storm <br />shelter and will require that the owners of the park build a shelter <br />one way or the other. <br />• <br />Page 18 <br />
