MINUTES <br />PLANNING COMMISSION <br />February 8, 1990 <br />The Administrator also pointed out that the project had <br />to meet redevelopment criteria in order to qualify for <br />TIF assistance. <br />Bendel pointed out that the Commissioners' frustrations <br />are not unfounded, however, the Commission is asking <br />why the land was purchased at the price it was, and <br />those decisions were not made by the representatives <br />here this evening. Bendel pointed out that the City's <br />elected officials are the decision - makers. <br />Pedersen felt it important that the Commissioners make <br />their feelings known to the Council on this subject in <br />the appropriate forum. The question for the Commission <br />this evening is whether or not the project is in <br />compliance with the Comprehensive Plan. <br />The Administrator stated that the Commission must look <br />at the duty it has before it this evening. Secondly, <br />the Administrator felt that Commissioners raised valid <br />concerns this evening, and pointed out that a public <br />hearing is being held on February 14th on the issue of <br />TIF assistance for the Country Drive area. The <br />Administrator suggested that these concerns be raised <br />at that forum. The Administrator also agreed that in <br />order for the Commission to have a good understanding <br />of TIF, a presentation should be made to the Commission <br />on this topic. The Administrator stated that he did <br />not agree that TIF is costing the taxpayers money since <br />without the assistance the property would remain vacant <br />and not generate any increased tax dollars to the City. <br />The use of TIF will enhance the City's tax base ten <br />years from now. <br />The Administrator recommended that the Commission <br />comment on whether or not the development is consistent <br />with the Comprehensive Plan, but how the project is <br />financed is not a statutory responsibility of the <br />Commission. However, the Commission is welcome to <br />comment on the use of TIF assistance in general. <br />DeLonais asked the City Planner whether or not the <br />project was consistent with the Comp Plan. <br />The Planner replied that it was his opinion that it <br />was. <br />Bendel moved the Planning Commission's finding that the <br />development use proposed for the Country Drive area is <br />consistent with the City's Comprehensive Plan. <br />Page 14 <br />
