FEE-23-90 F R I 10 :5 7 SANDER AI-4D ASSOCIATES P. 02 <br />February 16, 1990 <br />TO: Bev Scalze <br />FROM: Bill Sanders <br />RE: Little Canada Landscape Ordinance <br />I recommend the following requirements for the landscape ordinance: <br />1. Screening /landscaping where non - residential use abuts a residentially <br />zoned area. <br />2. Screening /landscaping of all parking areas. <br />3. Landscape islands for all lots of more than 50 cars. <br />4. All projects should have a minimum landscape value of 2% of the project <br />value. <br />Define landscape value to include trees, shrubs, ground covers and flowers <br />(not counting sod and seed) and site amenities, including sculpture, <br />public art, fountains, decorative walks and other site features that <br />exceed normal and necessary work. <br />Define project value to include building construction, site preparation <br />and site improvements. <br />5. Include a requirement for preservation of existing trees and replacement <br />of trees to be removed. <br />This should include a provision that all projects must submit a site plan <br />clearly showing all existing trees on the site and indicating which trees <br />are to be removed. The plan should show the size (in caliper inches) <br />and type of all trees. <br />All existing trees to be removed must be replaced by an equivalent <br />number of trees equalling the caliper size of the trees removed. (For <br />example, if a 12" caliper tree were removed, the developer would be <br />required to plant four 3" caliper trees or two 6" caliper trees, etc.). <br />6. Include a maintenance clause to insure proper maintenance and <br />replacement of plant material. <br />7. All projects must submit a landscape plan that conforms to certain <br />minimum requirements. <br />8. All projects with a project value of $500,000 or more must submit <br />landscape plans prepared and signed by a landscape architect licensed <br />by the State of Minnesota. <br />Define project value to include building construction, site preparation <br />and site improvements. <br />All of these requirements need to be described in more detail. <br />Page 66 <br />
