General Definition of Trade Area: <br />In our opinion, the designated trade area of the city should he <br />confined within the administrative boundary of the city for the <br />following reasons: <br />a. General definition of the trade area by city's admini- <br />strative boundary lines would provide the most objective, <br />practical, and easy to identify trade area and will avoid <br />any controversy or misunderstanding among the charities <br />and the city. <br />b. If the trade area expands beyond the city's administrative <br />boundary lines, the city may not have administrative control <br />over the area outside boundary lines. In addition, the city <br />may be burdened to redefine the trade area undesireahly too <br />often. <br />2. Exceptions to the General Definition such as the Lake Owasso Children's <br />Home: <br />Our organization believes that any exception from the general defini- <br />tion should NOT be on an individual organization basis, but should be <br />on the basis of an objective, practical, and clear -cut criteria <br />established on an on -going and long term objective for the following <br />reasons: <br />a. It would be a lot easier and meaningful to establish an <br />objective, easy to carry -out, and uncontroversial criteria <br />before any identity of the organization applying for an <br />exception is known to the committee in charge. <br />Page 20 <br />
