Once the workable and proper criteria are established, it <br />would be much easier to administer the criteria objectively <br />on an on -going basis and would avoid any politicking, disputes, <br />and /or litigations between the charities and the city. <br />3. Required percentage ( %) of the lawful expenditure from all gambling <br />proceeds: <br />In our opinion, the 50% suggested by our respected mayor, Mr. M. <br />Fahey, is very reasonable and makes great sense for the following <br />reasons: <br />a. Most charities in our area may have traditional and well <br />established policies and practices to serve the people and <br />carry -out the charitable activities far beyond the city's <br />designated trade area. Thus, requiring more than 50% may <br />cripple the charitable activities of some of the organizations <br />and bring the undesirable consequences. Our long cherished <br />and well functioning charitable intent and spirit to serve <br />and share should not be too restricted. Otherwise, we become <br />too selfish to become truly charitable. <br />b. It is an undeniable fact that all residents of the city <br />belong to and are responsible for other governmental bodies <br />such as County, State, and Federal.
